AI could soon pick pool of IAS, IPS officers for central posts, govt ready to create database

Officers could be chosen for posts in areas they are interested in & have domain expertise in, instead of random postings in completely different sectors.

New Delhi: IAS and IPS officers could soon be given postings in the central government using artificial intelligence, ThePrint has learnt.

According to sources in the Department of Personnel and Training (DoPT), the Narendra Modi government is in the process of creating a database for officers, which would maintain data about their background, interests, training history, etc.

This database will automatically list suitable candidates for different vacancies based on artificial intelligence, a senior DoPT official said on the condition of anonymity. After a pool of officers has been suggested, the final choice of a particular officer for the post can be left to human intelligence.

“But going ahead, there will be a system wherein officers are chosen for posts in areas they are interested in so that they have domain expertise,” the official said. “There won’t be random posting of officers in completely different sectors.”

The official added that there will not be a definite launch for this practice, and instead, as and when the technology matures, it will start getting adopted.

ThePrint reached the DoPT spokesperson for a comment through text messages, but there was no response till the time of publishing this report.

iGOT crucial to AI-based system

Crucial to this AI-based system of postings would be the Integrated Government Online Training (iGOT), under which targeted and interest-based online training is provided to government servants.

“There will be strong incentives for government servants to constantly up-skill themselves and take up courses since their postings will be dependent on their training history,” the official said.

The iGOT, which was initially launched in December 2018, was relaunched by the Modi government as part of its Karmayogi Scheme or the National Programme for Civil Services Capacity Building (NPCSCB), in a bid to transform status-quoist and rule-obsessed civil servants working in silos into “experts”.

After its relaunch in September 2020, the iGOT scheme is attempting to challenge an oft-repeated criticism against civil servants — that they clear an exam in their 20s and then do little to build on their skills. They are also accused of not changing their ambit from “rules” to “roles”.

The government has also announced the provision of iGOT-Karmayogi, a continuous online training platform, which would allow all government servants from assistant secretary to secretary level to undergo continuous training, depending on their domain areas.

  1. As a part of effective governance, Daily logging of task/work carried out by every individual at lower level officers in government departments should be made mandatory for next increment. This will bring discipline, accountability, assessment of man power requirement planning. Every work hampers both in case of shortage or excessive man power. As the saying goes “ too many cooks spoil the broath “

  2. Anyone in public service must be selected after a psychological test verifying his/her honesty & loyalty to this nation & civilization!! This must be the preliminary condition!!

  3. Yeah, tax payer money aur udao in parasites par. Waise bhi free mein bangla, gaadi, naukar, chakar, madamji aur baba log ke liye alag gaadi…Janta ka khoon kyaa kam choos rahe hain yeh nalayak log! Kya yeh sab kaafi nahin hai kaam karne ke liye? Ab videsh jaakar aur training chahiye! I’m surprised Modi can’t look through these guys! The country will benefit only if the all India Services are scrapped.

    • Do you even have little sense left to acknowledge the fact that the govt is doing this toh reduce the power of a well educated officer because then the politicians can’t have monopoly in governance. Its equivalent to making it tough for IAS officers..and yes they don’t get anything free ka, they work hard for it day night . The government doesn’t go to their houses and say ki aa jao service kar lo free ki gaadi free k naukar denge..idiot..you are a parasite. Just die.

    • Is someone in your family a civil servant? U seem to know civil servants very closely. ?

      There are challenges in every field. Civil services has a challenge of avoiding corruption. There are honest and hard working officers dedicated towards the development of common people.So, I think it’s wrong to mock civil servants this way.

  4. PLEASE train Politicians also before giving tickets to them, many CORRUPT and Goondas have become MLA.MLC.MP And ministers.

  5. Do not let IAS in the policy making space, let them be in the operations management. Make policy making an exclusive domain of experts from industry/academia like they have in the US.

    Matlab different field mein work karke experience hi milta hai.
    Aur jinko apni field mein interest hota hai vo PhD. karte hain na ki UPSC.
    Modi to America ka chela hai behenkalora.
    Sabji aur Falo mein Urea aur chemicals milao aur vote maangte vaqt Hindu Musalaman gao.
    Kyunki apne ko to azadi charkha ghu ake mili thi na.

  7. It is a good move. By the way are only ias & ips serving the nation and its people ? Are not the Central & State Govt employees not ?
    So if the Govt could pick pool of IAS, IPS officers for central posts, the State also should be ready to create database posts for better performance by the employees as his past performance on those subjects of interest were good
